| Rivers are very important for the living and development of human beings in ancient and modern times. Most of the developed zones in the world are located in the area around big rivers. The sustainable development idea has been announced in the "Our Common Future" presented through World Committee of Environment & Development at No.42 Conference of United Nation in the autumn of 1987. The Sustainable Development was defined as the development not only for modern people,but also for the future generations.According to the "Three Steps" Idea from Mr. Deng Xiaoping,our country will be built near to the economic level of developed countries,and water conservancy is required to satisfy the requirement of national economic and sustainable developments. The socioeconomic development situation,the prospect of water conservancy development and the sustainable development measures in Songliao River Basin has been analyzed and predicted in this Article,including 5 Chapters. The first Chapter includes the content of geographical location,scope,geography,climate,hydrology,natural resources and river distribution as well as its properties of Songliao River Basin. The second Chapter includes population,agricultural production,irrigation,industrial production,economical level,and the history of the Basin. The third Chapter includes the water conservancy development history;the available development situation including flood control system,water resources development system and environmental protection;and the exiting problems for the development in the Basin. The forth Chapter includes the relationship between water conservancy and socioeconomic developments;and prediction of the key socioeconomic elements concerning the water conservancy development on the bases of the above mentioned relationship analyses. The Fifth Chapter includes water conservancy development objective resulted from the requirements of social and economic development;and the socioeconomic sustainable development measures presented by flood control,water resources utilization and environmental protection.The socioeconomic sustainable development is the origin and destination of water conservancy development in the Basin. The prospect and corresponding measures of water conservancy development has been systematically analyzed from the following three aspects:flood control,water resources comprehensive utilization and environmental protection systems on the bases of the idea that water conservancy can improve the socioeconomic sustainable development. Therefore,the recovery of flood disaster,development and utilization of water resources and protection of ecological environment can be carried out according to the plan. |
