The evaluation of sustainable utilization of water resources is the beginning phase. Basic situation of physical geography and the social economy in Liaocheng region Liaocheng region lies in western Shandong, the intersection of Hebei, Shandong and Henan, belongs to the continental climate in the temperate zone. The characteristic of its water resource has certain representativeness in the vast areas, such as the west of Shandong Province, the southeast of Hebei Province the northwest of Henan Province, etc; social economic general situation of Liaocheng region.2.The general situations and characteristic of water resource in Liaocheng region. There are dividing area of eight administrations in one district, one city and six counties in all in Liaocheng. According to the dividing area of the administration, it was calculated out that the water resource amount of surface water, water resource amount of groundwater and water resource general quantity of eight area and the whole region. Having analysed the characteristic and question existing of the water resource in Liaocheng region, it is that the local water resource deficient, the dependence to guest water of the Yellow River, great assign uneven within the year, annual border change heavy, the difference heavy of water resource on distribution of area, serious water pollution, groundwater exceed and adopt serious, wasting phenomenon serious water3. The state of supply and demand of water resources Analyzing the state between supply and demand, Namely the groundwater and guest water are big in supplying water amount, surface water and other water supply amount are all very small; Though water using is increasing in industry and life year by year, its account is very small proportion, the water using in agricultural is a main part. Through the analysis and evaluation to the exploiture and utilization degree and fragility degree of the water resource in Liaocheng region, it is very high of the exploiture and utilization degree of the water resource and that most areas have been the fragile areas seriously of water resource. Analyzing the amount of water at present and tomorrow, the amount of water is 17.07 a hundred million stere that the water conservancy engineering can supplied at present, the amount of water is 18.2 a hundred million stere that the water conservancy engineering can supplied in 2005. Putting up the forecast of the demanding wateramount in the nature though GM11 model, the amount of demanding water is 28.0 a hundred million stere in 2001,28.5 a hundred million stere in 2005.
