Automatic Identify system (AIS) equipment is used on the ship , which make the navigation safety and efficiency of shipping raise greatly. But the price of AIS equipment is relatively expensive , and the ship less than 300 tons is not required to install AIS by force by International Maritime Organization (MO) , and the organization of AIS network is a technological difficult problem . So this thesis put forwards the virtual AIS system based on GPRS, which can offer cheap virtual AIS with the true AIS functions for inland river and near sea ships. It is a good supplement for the existing AIS.The virtual AIS fully utilizes the existing GPRS network, which puts up a wireless communication platform .Then through WinSocket technology , we can connect the ship and the control center. The control center gets the information of the ship without AIS through GPRS network and gets the information of the ship with AIS through the station AIS. So the control center has all ship's information. Then the control center analyses the information classification, transmit information to relevant ship by GPRS .This thesis study GPRS network performance, and make GPRS VPN network.Then I utilize Visual C ++6.0 to be the developing instrument and analyses the AIS information. Connect the ship with the control center by WinSocket, go on the sending and receiving of message according to message format of AIS. The control center can watch all ship states in real time. The ship without AIS and the ship with AIS can see each other.They can avoid and navigate effectively.
