| As one of the most strategic resources, water resources play a very important role in ensuring regional ecological safety and implementing sustainable development. Therefore, evaluation to regional water resources capacity is the basis of improving eco-environmental construction and socio-economic development.The study on water resources carrying capacity that involves natural water resources system and social system is a very complex systemic problem. According to the theory of sustainable development, economy, resource and environment react on each other and come into being an organic whole centering in economic development. The basic objective of utilizing water resources is to pursue the harmonious development of economic performance and social performance.On the basis of the historical data about water resources for many years in Tianjin, the paper studies water supply and water consumption, and their development tendency. At the same time, the paper evaluates the present status of water resources development and utilization, and analyzes the main existing problems of present water resources.By comparing the study methods in water resources carrying capacity, the paper adopts the multi-objective model to evaluate water resources carrying capacity in Tianjin. With economic performance and environmental performance as the main objectives and macroeconomic, water supply and environmental capacity as constraint conditions, the model is built to evaluate water resources carrying capacity's response to every scheme, thereby puts forward countermeasure.By the study on improving water resources carrying capacity, water saving is the main way to solve the deficit of water resources in Tianjin in short term. But the basic way to solve the contradiction of social development and water resources'deficit is to ensure the harmony of water consumption and economy development that includes the adjustment of industrial structure and the improvement of technological levels.
