Because of huge investment, longer construction cycle, the control of investment and the period of construction are the keys of construction items. But as a result of the planned economy, the control method and the method influence, most part of the construction items are completed under the conditions of cost overrun or the deferment of a project. Therefore, the important problem of current engineering construction is how to complete the project construction in the stipulation time which can answer the purpose with the lowest cost.Based on research of various cost control theories in this essay,elements of cost of exploitation in construction engineering is deeply analyzed and investigated from the beginning of total process of construction engineering projects. And then after totally researching essential steps of cost control,some relative strategies are needed for the purpose of improving development of cost control in construction engineering and special to developer for giving more attention to decision making in projects and cost control in design as well as renovation of their consciousness of cost control. These work will force healthy development of architecture area. We can find many valuable research work in this essay such as theory and simulant cases of value engineering,practice of cost control in enterprises,and comparison of significance of cost control in every phase.Finally,cost economy of construction projects will be accomplished by cost optimized control.In our construction engineering academic area,there is no advanced idea of cost management.Moreover,technologies and economies usually cannot be effectively integrated.Furthermore,cost control of early phases of construction engineering projects is not often given enough emphasis in the total construction activities because of lag in the level of management technologies. Additionally, cost control is always mainly applied in construction phases with the emphasis cost management and without it of total process in the project.Thus,we cannot effectively and efficiently control the cost of engineering projects. In summary, this essay aims to solve these problems about cost control in every phase of the project.
