Electricity charge accounts center is a new model of marketing management the Power Grid Corporation is trying to explore. The purpose of the study on the Business Process Reengineering and management system of electricity charge accounts is to provide support for the reform of electricity charge accounts center. This paper begins with the business process reengineering, makes full use of the technology platform of bank-power network to dig the space of enhancing management efficiency, and analyses and designs the key processes and functions from the perspective of information system, trying to achieve a high degree of intensive and real-time management.This paper introduced the status quo of electricity charge accounts management at home and abroad, analysed domestic problems and the gap of domestic and foreign development, and raised the reform trend - "electricity charge accounts center", so as to clear the research of electricity charge acouunts process reengineering and management information system.In this paper, according to Business Process Reengineering (BPR) theory and the status quo of the Guangxi Power Grid Corporation, as well as the requirements of electricity accounts center, through causality analysis and ABC analysis, the two key processes in electricity charge accounts management and the related organization structure were reformed, and comparative analysis of the effect before and after the reform was carried out. Through creative Business Process Re-engineering and organization reform, the accounts checking between marketing, financial and bank were achieved, and the accounts real-time monitoring were realized, thereby the charge recovery was promoted. At the same time, the operating efficiency and economic efficiency of the reformed business processes could be improved significantly, reaching BPR.Through the comprehensive use of object-oriented method, UML modeling and structured analysis approach, basing on the transformation processes for the general idea, the electricity charge accounts management system was designed. The design included using use-case diagram to analyse business requirements, designing system static model(calss diagram) and dynamic behavior model(state machine diagram), combining structured analysis to conduct a detailed analysis of the data flow diagram of the system. Some of the results of this research were applied to the Guangxi Power Grid Corporation marketing system upgrade. The upgrade system was designed according to the reformed process. The part of functions were realized. The designe of database structure was meet to the requirements of this research. Finally, this article evaluated the innovation and the effect the study chould achieve, pointed out the need to continue to improve and focus on concern.The innovation of dissertation research is mainly reflected in higher real-time and automation, This comes from the innovation of management and technology. In the innovation of management, through business process transformation, optimizing allocation, the efficiency and economy of the business processes of electricity charge accounts can be improved. In technological innovation, through the bank-power system expansion, the real-time checking between bank and Power Enterprise can be implemented successfully, so as to support the management of innovation.
