Taxi in the Urban Passenger Transport System as a way of passenger traffic, due to its fast, convenient, comfortable, and safety, not only the city an important complement to conventional public transport, but also in building the image of the city to meet the high level of travel demand aspects of great significance. In China's modernization process, the city's taxi industry, many domestic demand with the growth of the expansion of city size, in after a period of rapid development, there are different degrees of the total excess of the performance of their direct characterized by higher taxi Kong Shi, a lot of time and space occupied by the road transport resources. Some cities in the event of this issue, by taking a taxi to stop issuing or limit the operating permits issued to control the taxi ownership. However, as time goes by, socio-economic development and improvement of living standards, city size and population expanded, rising traffic demand in the process of the next year will very likely appear taxi supply capacity can not meet demand, as well as taxi service degradation and other issues not conducive to the harmonious development of urban transport and urban transport structure to structure.Firstly, based on the analysis of the taxi definition and features, this article elaborated on the basic situation of the taxi. Secondly, it summarized the factors which influenced the taxi passenger's demand and supply. Finally, considering the factors that influenced the parameters of the taxi reasonable scale model, we can establish the taxi reasonable scale mode which was based on the balance principle on the supply and demand. It took the taxi effective travel course as a balance point. On these bases, we can adjust the model and analyze the mode in order to take the travel data of investigation of Xi'an inhabitant as the example to prove its convenience. This research had the significant meanings on the taxi resources optimization, the coordinated operation of the city public traffic system, and the sustainable development of the whole city's traffic system.
