Taxi is favorable to passengers with the advantage of flexibility, convenience and comfort over other means of transportation, which is based on the full consideration of the need of travelers, as economic development and people's living standards improved, However, a stage can been seen in home and abroad that either the taxi supply exceeds demand or under it. Taxi transportation demand and supply is a pair of interrelated and indivisible concept, while supply exceeds demand, empty-loaded rate increases, with result of a waste of road resources, and lower income of taxi operators, which bring instability to the taxi industry; while the supply less than the demand, it will difficult for travelers to take taxi services at some situation, so waiting time is too long, which is contrary to the purpose of convenience of passengers a taxi. Therefore, a balance of supply and demand taxi industry is of great importance for the optimized allocation of resources, coordination of the city transport system and sustainable development aspects of the operation.This study tends to research the taxi service supply and demand mechanism starting from the mechanism of taxi service supply and demand balance, and based on the analysis of factors affecting the taxi supply and demand. A conclusion is drawled that the demanders who affect the balance can be characterized by passenger's waiting time, but the level of taxi supply rate can be measured by the taxi empty-loaded rate, when the external contributors such as level of urban economic development, urban scale, natural and geographical conditions, urban transportation and environment factors and internal factor such as taxi fares, taxi vehicle performance, etc. Internal factors to maintain a certain level. When the waiting time is within the maximum acceptable time frame, that is to balance of supply and demand, taxi empty-loaded rate is the most reasonable. In additional, passengers maximum acceptable waiting time is obtained through the survey on main passenger groups in the city, and then, use the function relationship between taxi empty-loaded rate and waiting time, passengers get the maximum acceptable waiting time, the rate shall be the empty-loaded rate under the situation of taxi supply and demand equilibrium.By the statistical analysis on city taxi passengers waiting time and taxi empty-loaded rate corresponded, using the Gaussian function on the relationship between taxi passengers waiting time and taxi empty-loaded rate, the function were fitted. In additional, passengers maximum acceptable waiting time is obtained through the survey on main passenger groups in the city, and then, use the function relationship between taxi empty-loaded rate and waiting time, passengers get the maximum acceptable waiting time, the rate shall be the empty-loaded rate under the situation of taxi supply and demand equilibrium.Take the advantage of the RBF neural network to make fitted regression on the relationship among the number of passengers serviced per hour, empty-loaded rate and driving speed of taxi, getting the functional relation of them and the driving mileage of passenger per hour corresponded on the balance of supply and demand of taxi. Therefore, the scale of taxi development reaches under the balance of supply and demand of it.This article reaches the conclusion that used to judge the balance of supply and demand of taxi, and the method to determine the empty-loaded rate and driving mileage of passenger per hour under the balance situation. The scale model of taxi development on the basis of fixed rate taxi fair share will provide some guidance for determining the reasonable scale of development taxi.
