With the growing of urban vehicles, traffic condition is becoming more and more complicated, so the priority to the development of urban public traffic is not only the best strategy to solve the urban traffic congestion, frequent accidents and environmental pollution problems, but also the optimal strategy for the urban sustainable developmentIn this thesis the public traffic monitoring and scheduling system is a interdisciplinary, high-tech system which used the modern traffic management technology, GPS (global positioning system) technology, GPRS mobile communication technology, modern control technology and security technology , focusing on the basically fixed public traffic routes, the relatively easy GPS position and the system which combined with the low cost mobile communication equipment and real-time management system.Public traffic monitoring and scheduling management system mainly consists of vehicle terminal monitoring center and communication link. This thesis discusses the monitoring center of the software design and thecommunication design of monitoring center and vehicle terminal. In this system, GSM/GPRS actes like a bridge to both communication sides and Ethernet provides a data transmission mode, which made the monitoring dispatchers and vehicles keeping the real-time communication with the always-on way.This thesis makes a detailed software design for the monitoring center server and the monitoring center client, and communications protocol design of the monitoring center and vehicle terminal guarantees the accuracy of response with the both communication sides and the security of information transmission.The thesis discusses the GIS system, the combination of GIS technology with this system makes monitoring and dispatching more rapid and accurate The electronic map is also a key part in this system. This thesis uses Visual C++6.0 and MapInfo as the software development tools to develop electronic map. Therefor the monitoring center could monitor the status of running bus with the always-on way, and schedule as needed.
