Since the 1990s, the culture industry, known as the "smokeless industry" and "rising industry", has become one of the fastest-developing industry. From a global perspective, the speed of the culture industry's development has exceeded that of the traditional manufacturing in developed countries and become the pillar industry in scale economy. At present, the culture industry in the developed Western countries occupies a proportion of more than 10 % of national GDP and higher than 25% for USA. The cultural products exports in USA have exceeded aerospace industry and become the first major export industries science 1996. In recent years, more and more domestic provinces and cities start to support cultural industries. The culture industry has become a new economic growth points and shows a strong momentum of development. As compared to Europe, USA, Japan, South Korea, and other advanced domestic provinces in China, there are some problems in Shandong Province's cultural industry: weak overall strength, irrational structure, and low concentration. The added value of Shandong Province's cultural production is 71.3 billion Yuan (RMB), which accounts for only 2.8 percent of the province's GDP and still lagged behind somewhat. Faced with the fierce competition at home and abroad in the development of cultural industries, it is an important measure to develop the cultural industry. That can implement the spirit of the 17th party's meeting, speed up the change of Shandong province from big to strong in cultural industry, and is the logical choice to achieve scientific, leading and harmonious development in Shandong Province.This thesis has used the methods of theoretical analysis and empirical research to analyze and evaluate the factors that affect the competitiveness of Shandong Province's cultural industries. The author has conducted many on-site visits to cultural groups to collect relevant data and considered what follows from the positivist view.By using the model of Michael E. Porter's "Diamond System", the author analyzes the competitiveness of Shandong province's cultural industry. We can conclude that except for a better basic source, the other factors have no distinct advantage over other provinces. Our province's cultural industry is still in its primary stage of development. The government should provide a good environment of low and policy for the development of cultural industry by programming the scientific plans and relevant support policy. Cultural enterprises should speed up the establishment and improvement of a modern enterprise system, carry out a appropriate and reasonable competition and development strategies, introduce the high technology, promote the integration of culture and technology, build the brand of Qilu culture and enhance competitiveness and influence in cultural market.The study of competitiveness analysis and strategy research in cultural industry is still weak in Shandong Province. The author has tried to put Shandong's cultural industries onto an international competitive platform to analyze and evaluate it. By using the methods and theories of industrial competitiveness, the author identified the advantages and disadvantages of Shandong Province's culture industry. The author also provided the corresponding advices for the development of culture industry based on the successful experiences of developed country and other advanced domestic provinces.
