The concepts of process and business process reengineering (BPR) have been widely accepted in the circles of management and enterprise industries both at home and abroad. Their research and practice activities are in full flourish.The paper researches on the electronic circuit module manufacturing system. By applying the theories of systems engineering and BPR, and a thought line of tracing back to the source, the paper combines the qualitative and quantitative methods, integrates theory research and practice research ,thus gives a thorough exploration of the background of BPR, reveals its essence, and, on the basis of which, proposes a systematic framework of BPR Theory and its ten operational principles.A seven-stage method to implement BPR in China is brought forward with the consideration of the actual situation concerning the country's manufacturing enterprises.By means of the research methods of system engineering, the approaches and steps in implementing business process redesign (the core task of BPR) are systematically treated, with general rules of process recognition and process definition being given.The paper also advances the implementation contents and basic principle of corresponding BPR projects systematically, and creates the organization formation model of manufacturing enterprises.The problem of the strategical orientation of the country's electronic circuit module manufacturing enterprises is further presented next. Finally the theories and the methods in the paper are validated via an analysis on the application of cases in practice.The research of the project provides beneficial theoretical methods and practical experience to the counterparts who are doing the same research.The paper is supported by one of the military electronic pilot research fund projects(57.6.6.12)," Research on the application of BPR theory in military electronic circuit module manufacturing systems".
