Income distribution is an outstanding question in the economic transform of China. The distribution reform has an important meaning to the establishment of the market economy system and the development of China. To distribute according to the production factors is a great innovation in the distribution system. This thesis points out that there is an inter-action between the distribution changes and the economic development of China, the distribution innovation has important meaning in the market-oriented reform of China and having been promoted the economic development, the distribution changes are important power promoting the economic development, the distribution according to the production factors is an distribution system fitting the market economy, the distribution not according to the production factors is the important cause of the distribution gap, the present problem in the distribution system exists in the execution of the system or the concrete system arrangement ,the guarantee of the execution of the distribution system fitting the market economy is the important link promoting the economic development of China.
