Globalization is the most salient feature and trend in today's world. Its intension, characteristic and display account its earthshaking influence on China or even on the world. Globalization has an inevitable relation with WTO. Whatever its essence is, each state or government has to face it and come under the influence of the non-reversible tidal current.With extension and deepening of globalization and global village over the years, it influences on not only economy, but also political culture, especially owing to changes of worldwide environment, it makes a state as one entirety play a role of function of "political trade". At the same time it makes the states taken as individual organizations play a part in economy and government administration to composite grand strategy, to co-ordinate inland regions and to optimize international and inland resource allocation so as to meet opportunities and challenge at home and abroad and intensify the main part of the government internationally. It is currently the central task for Chinese government to adopt what kind of countermeasure and how to deal with different kinds of problems originating from the complex environment at the key historic period of various reforms.
