The thesis consists of two parts: the case and analysis. In the case the writer tries to replicate the whole operating process of RPS company-the small-size state-owned IT enterprise-when it changed from traditional style to market-oriented company, including the macro-environment and business-environment it belongs to, the relationship between government and enterprise, and the alternation of its organizational structure. The case focus on the Human Resource Management (HRM) of RPS, in order that the reader can better understand all the features of RPS. The case covers almost all the aspect of HRM, such as recruitment, income and benefit, staff evaluation and response, staff communications, and professional career development of staff. The analysis part introduces the concept of business ethic and its current research and application situation. By analyzing the Human Resource of different levels, mainly the managerial staff and R&D staff in RPS company, the writer discusses the personal right of the staff, open and equal environment, rational democratize decision-making procedure in an enterprise, finally puts forward the method of improving the whole status of business ethic by improving the HR mechanism outside and inside the enterprise.
