The investigation and discussion of the measures for the predicament that china's military-into-civilian enterprise faced with at the current reformation timesSummaryIn the background of knowledge-based economy as well as the quickly changing social environment, enterprises in China, especially the state-owned military industry enterprises, face rigorous challenge in their development. Currently, the competitive situation is changing more and more quickly, getting increasingly complicated and uncertain. Many factors, such as science, techniques, customers' demands, laws and politics, affect the enterprise's business and competitive power. At present, the military-into-civilian enterprises are faced with many difficulties, and it is meaningful to do something in investigation, analysis, and research of their management through applying the western advanced management. This dissertation does the investigation and analysis of business and management of the military-into-civilian enterprises by applying the learning organization theories, based on the characteristics of the reformation times. Afterwards, some ideas and recommendations are advanced for the military -into -civilian enterprises to get out of their difficulties. This paper is divided into three parts. Part 1, The China's military-into-civilian enterprises have their special historical background. Faced with the politic reformation, globalization of economy and the IT Technique, it is more urgent and necessary for them to set up the learning organization. Take Chengdu Aircraft Corporation (CAC) as an example, we investigate the application of the learning organization in the military-into-civilian process by adopting methods of comparison and demonstration.Part 2, In this part, Based on the analysis of the predicament CAC faced with in part 1,we recommend practical measures to cope with it .we recommend the reconstruction of enterprise organization, the reformation of enterprise system, the adjustment of product structure, changing the business notion from the Spindle-Type (two ends of marketing and product development ability little, the middle of production ability large) into the Dumbbell-Type (two ends large, the middle little), reinforcing marketing and new product development. In the same, we propose the setup of the motivating mechanism through changing allocation system and, forming the good vogue of esteeming knowledge, talented person and innovation. Part 3, This paper concludes that it is an unavoidable tendency for china's enterprises to encounter substantial reformation in the background of the knowledge-based economy and globalization of world economy. The only invariable law is that everything is always changing. Anther challenge to traditional business management is how to steer the reformation management, how to apply the information techniques, how to adapt to the changing environment in the uncertainty of the atmosphere, in the world integrated economy, and in difficultly- forecasted future. It is emphasized that it is necessary for an enterprise to build up learning organization for its continuous learning, innovation, and benefits, in the complicated and changing atmosphere. We do it from two aspects: (1) the organizational ability of learning and innovation. (2) Reconstruction of enterprises culture.
