A Study On The Theory And Implementation Of The Policy "Rule Of Virtue

Rule of virtue is one of the adminstration policy Carried out by the third leading group of CPC centered around President Jiang Zeming in the procen of constructing socialism with Chinese Characteristic, at an important time when China enters into the 21 Century , with the purpoze to rejuvenate China in a comprehensive scale . It is a scientific assertion which comes from a study of experiences of administration bath abroad and at home . It is also a critical heritage from traditional Chinese idea of "rule of virtue" at a time when China is malcing an effort to develop its socialist market economy.The prepozal of this policy is not only a scientific summany of the success and failure experienced in modernization construction and also an inheritage ,renovation and development of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory about proletarian party administration policy. It has great theoritical and practical significance in current socialist modernization construction and perfection of socialist legal system. It shows the great wisdom and the spirit of developing with each passing day of the CPC .This paper explores the policy's significance,value and implementation in theory and practice in detail ,which falls into four parts:Part I : Expounds the signicance of the carrying out of rule of virtue from the current political,economical,cultural and international situation China is in, based on a detailed discussion of the scientific connacation of rule of virtue .Part II: Explores the theoritical source of rule of virtue, and this part shows that this policy is a critical inheritage from the traditional Chinese version,it is also an inheritage and development of Maxism, Mao Zedong Thought, Deng xiaoping Theory, It is the sure conclusion and logicdevelopment of the "Three Representative" proposed by Jiang Zheming :Part HI: Argues that rule of virtue and rule by law are one unitary whole. The integration of ethics and law provides a firm theoritical foundation for the unification of rule of virtue and rule by law are in a dialectical relation, with the latler being an enhancement of the former and at the same time, the former provides prefound thought input into the latter.Part IV: It is the core part of this paper.lt discusses the meanures and mechanism which will help implement the policy of rule of virtue. Firstly, we argue that healthy ethic operation system should be built by establishing ethic orgnizations, strenthening social and ethical encouraging mechanism and system. After that, basic ethical system should be established with the spirit of seeking truth from fact. At the same time, we discussed the specific way to carry out the policy of rule of vietue by improving civil ethic and power ethic, building ethical environment. At the end of this paper, it put forward the basic principle, the policy of rule of virtue should adhere to.
