The Study On The Influence Of The S&T Program On Technological Innovation

Innovation is the center issue of the New Economy and the study of the National Innovation System has been widely noticed all over the world. A country implements the innovation strategy mainly by S&T Programs. China is in the time of unprecedented structural change and transition. There are several problems in the design and implementation of S&T Programs in China. For example, the links between industry and academic and research institutions are weqk, the breakthroughs in key technologies are rare and enterprises lack motivation to participate in the programs. All the problems restrict the improvement of the capacity of industrial technology. How to promote the technological innovation and improve national economic competitiveness through S&T Programs have become the common topics for policymakers and academics.The object of this study is national S&T Programs. Based on the understanding that S&T Programs can compensate for the gap between the research fields funded by states and the technology areas invested by industry, the paper discusses how the S&T Programs can promote technological innovation.The paper includes five sections. Beginning with the analysis of S&T Programs, the first section points out that the S&T Programs is the embodiment of the technological innovation strategies. The following section lays stress on the bottleneck of information flow, the choice of the key technologies and the main player of innovation. This section is the basis of the following text. The third section chooses the aspects of the goals, the support principles and the motivation rules of S&T Programs to analyze the representative national S&T Programs and put forward three features of the S&T Programs effects on technological innovation. The fourth section reviews the effects of Chinese magnitude S&T Programs, discuss the problems of the influence of the S&T Programs on innovation from more fundamental aspects. Based on the discussion, the paper brings forward the countermeasures against those problems. At the end of the paper, some suggestions for the S&T Programs effects on technological innovation are advanced.This paper mainly uses the methods of documentation investigation, case study and comparison. There are about 50,000 Chinese characters, 21 charts, 9 tables and 7 cases.
