This paper analyzes the external environment for the modern enterprises surviving firstly. From which it regards the outer environment as a dynamic one where knowledge has become the dominant factor to gain economic development and competitive position. Those original competition models being based on industrial economy now can not satisfy the requirements for modern enterprises surviving and developing under the more and more excited competitive conditions. So, knowledge management strategy has become the effective measure that the modern enterprises obtain competitive advantages in the face of the more dynamic and global competitive environment. Further more , it points out the basic conceptions related with the knowledge management strategy, by analyzing the meanings of knowledge from the difference among knowledge and data, information, and classifying those related problems; it gives a clear definition to the knowledge management strategy with the help of those relevant theories such as knowledge management and strategy, etc. From this point, it suggests that knowledge management strategy is a functional strategy which belong to the whole operational strategy, and that we must realize it from the angle of tactic. It also analyzes the forming mechanism of knowledge management strategy and core competitive ability of enterprises.On the base of these theories, this issue analyzes the external environment and actualities of Qing An Co., and figures out that the micro and industrial environment of Qing An Corp demand the efficient knowledge activities. Viewed from the present situation of this Corp about human resource, organizational structures, financial conditions and R&D, and by use of fuzzy mathematics, it has a conclusion that it is necessary and possible for the Corpto implement knowledge management strategy. Combined with the actuality of Qing An Corp, it brings forward the knowledge management strategy purposes being suitable to the development of the Corp on the base of those mentioned before and those successful experiences of inland and overseas. Aimed at those purposes this paper also brings out some corresponding operational strategies. At the same time, comparing with Qing An Corp, knowledge management strategy is a new transformation. It is same as any reform as other corporations that Qing An Corp will meet with resistance, so by use of some theories related with the organizational transformation, this issue also analyzes the resistances which perhaps exist in the process of knowledge management strategy implementation, and divides the resistances into two kinds according to their origin: individual resistance and organization resistance. On the base of analysis of the two kinds of resistances, it suggests that Qing An Corp should take some measures such as: transforming the whole strategy, seeking the support of the leadership, effective implementation of rewards and punishment system, more effective communication and stuff's participation actively in the reform, etc, thus to bring knowledge management strategy into effect in Qing An Corp successfully.
