The Review Of Chenyun's Economy Thought

This paper discusses Chenyun' s economy theory, aiming at solving some serious problems the socialist construction of economy faces and resisting the tendency of admiring western economic theory blindly in current economic circle. The paper is divided into three parts:The first chapter , the main content of Chenyun' s economy thought . It includes : 1. the basic point of socialist economic construction梩o improve the living standard of people .This is not only a problem of fundamentally economic construction policy, but a significantly political one. Chenyun believed that a state should base economic policies on the interests of the masses, attach importance to bettering the masses' life, help people solve concrete problems, correctly handle the relation between the short-term interest and the long-term interest of the people from "food and clothing" .2. the overall equilibrium theory. The overall equilibrium of economic development is the preliminary pursuit of macroeconomic administration for Chenyun, and the means to achieve economic development quickly. To attain the overall equilibrium of economic development, somethings following should be done: the constructional size compatible with national power, including the balance of financial revenue and expenditure, the balance of banking savings and loans and the balance of purchasing power and material supply; the equilibrium of heavy industry, light industry and agriculture; short-term equilibrium. 3. the thought of "plan and market" . It is a persistent principle of Chenyun that socialism should maintain "mainly planned economy, supplementary market regulation" . But it is desirably noticed that, in Chenyun' s economic works, "planned economy " and "plan structure" refer respectively to "plan regulation" and "planned economic structure" . 4. the thought of agriculture,countryside and peasants. The content as follows: agriculture not only offers capital and raw materials, but extend the market for industrialization; the development of rural economy influences the vitality and the prosperity of urban economy; grain problem has close relation with economic and social stability; enhancing the income of peasants is the key to peasant problem; doing family-planning well is fundamental to solve the problems of agriculture, countryside and peasants.The second chapter, methodology of seeking truth from practice and practical working. l.Emphasing the study of theory, firstly Marxist philosophy, secondly critical and politic problems. The study of Marxist philosophy is the basic construction of ideology, one of the important tasks for the party and the government, and also one most urgent mission confronting the party as a whole. 2. Policy-formulation should be based on thorough research and investigation. Close attention should be paid on the method of investigation: go down to the grass-roots units on the one hand, and find bosom friends on the other hand. 3.Adhering to the principle of "practice-orientation, communication, and repetition and contrast, instead of superiority-orientation or doctrine-orientation" , so as to acquire details thorough understanding of the practice. 4.Studying and summing up the experiences are important ways to improve us. 5. Understanding accurately the condition of our nation on which our economic construction should be based. 6. Handling problems from the whole, political, and masses' viewpoint. 7.The speed of socialist construction must be based on stably economic development. 8. Socialist construction must depend on the masses.The third chapter, the realistic significance of Chenyun' s economy thought. 1. The theory of overall equilibrium is a good recipe for the plight of economic construction which results from the off-balances of banking savings and loans, and of purchasing power and material supply.
