It is almost undoubted that it has become more deeply and widely for the global integration of economy and financial system. Presently, the international competence of the commercial banks in China yet cannot keep up with the foreign commercial banks. To rise up to the challenge of WTO, the reform of commercial banks in China must adhere to the requirement of the management of currency and the framework of a modern financial enterprise system. The reform must get away from the partly operation and management system reform to become a whole reform with the core of equity structure and operation mechanism. Among the reform policies, to establish both a human resources system and a stimulation and control system is the crucial segment.Stimulation system is the core segment of the commercial regulation system, control system and distribution system and performance appraisal system is the crucial segment of the whole stimulation system. As the main instrument of human resources management, the performance appraisal is origin index of the transfer, promotion and raise pay.The thesis begins with the analysis of the importance of the performance appraisal for commercial banks' staff and point out that during the process of commercial banks' performance appraisal, there are several problems. In this thesis, the author utilize the theoretical research, and also the practical analysis is combined, to compare the Manhattan Commercial Bank with a commercial bank in China, and point out that they are of great difference in the appraisal orientation, appraisal method, the appraisal frequency, the feedback and the communication during the appraisal process.Aiming at present condition of the commercial banks in China, the author put forward a new appraisal method: the systematic performance appraisal system of commercial banks. The system are design on the following principles: integrate the group performance appraisal with the personnel performance appraisal, appraisal according to the personnel's obligation, appraisal according to the personnel's rank, and the widely opened appraisal process. With these principles the appraisal system utilize different methods and indexes to appraise the performance, competence, and the industry of the commercial bank's personnel.
