With the advent of Knowledge Economy Age , hi-tech enterprises are becoming headspring of economic growing, which stand for the advanced science and creative technology. The storage of knowledge is a main guideline to measure which enterprise will win the success. So the bearers of knowledge in hi-techenterprises-knowledge-type staff are scrambled by the enterprises.The competition , the creation, the utilize and increment of knowledge, the rational deployment of resources will be developed by knowledge workers finally, which determined that thinking much of people is the basic thought of management in hi-tech enterprises. So we should strengthen the management of people, especially motivate the knowledge workers, exert their positivity and creativity adequately, and raise the coherence and centripetal force. In this way, the ability of existing and development in enterprises will be improved in high risk and competition.To hi-tech enterprises, the way to realize their target is to take effective measures, motivate the activity of knowledge workers and improve the productivity. Human resources especially the knowledge workers, who possess of the most advanced knowledge and master in the most one-up scientific technology are the most valuable in modern enterprises. No matter how advanced of technology, how rich in capital, if a enterprise can't pay much attention in human resources, can't make them do as they can, then it will drop behind. Motivation is a main approach to develop the human resources, mobilize the activity. Some enterprises in USA and Japan have gained remarkable achievements by using motivating system. Although the hi-tech enterprises in China have made some efforts in motivation, in contrast to USA and Japan, the gap can't be ignored. Motivation is not enough is the main problem in our country. So, studying the motivating system in hi-tech enterprises is very meaningful. And designing a motivating model for China will be much practical significance.
