Along with the development of the freeway, the freeway network has promoted the development of the national economy greatly. The development has touched each aspect of the society, caused the local transportation to transform deeply. As foundational establishment, freehway become the tache of economy development, the reasonable use of this tache to construct a good highway transportation system, in economic development, making freeway develop it's the function that should have is a key. Our country is being placed in the development with high speed, many fields need to be invested, being but it is limited by the shortage of the government financial power, nation can't satisfy the demand of the investment in each one. But building of the freeway is the engineering item of a big funds investment and long building period, the developments of freeway depend on national public finance appropriation completely is impossible. Providing load and attracting foreign capital to participate freehway building and management have become the main way . After freeway complete, must undertake the liability to recover capital investment to pay interest, and repay investor. But because the toll theories of the freeway of our country is lack of the systematic and scientific theories, so unreasonable toll standard is widespread exsit. Toll standard matter three benefits that pass road user, road investor and nation, how to weigh three benefits mutually and make freeway promote the national economy on the biggest is an urgent and difficulty mission. Reasonable toll standard can not only promote the national economy development, arouse the related industry, but also can guarantee the superhighway oneself can keep on the development.The first part of paper is a work to discuss entity of freeway reasonable toll standard, only have proof to prove the entity of reasonable toll standard, our work below are just meaningful. The proof primarily makes use of brouwer fixed point theorem and mathematical economicsThe second part of paper discuss the traffic volume change model of freeway.the change rate model on the freeway is key that we establish tollstandard. First the paper discusses the traditional traffic volume change model and evaluates the model, then adopt the generalised travel cost to improve on the model.The third part of paper is the rational toll rate discussion, because of road condition, road user, transportation demand, region economy development level etc are different, so at the time of establishing reasonable toll rate, we should proceed the discussion according to the concrete circumstance, but can't to be partial to all .The four-part of paper is example analysis, according to date collections of the chengyu freeway, make use of the front method of several part to analyze the current toll rate, and draw a conclusion.
