Study On The Ethnic Theories And Policies Of The Third Leadership Of The Party In Solving Ethnic Problems In China

The Third Leadership of CPC Central Committee with Jiang Zemin as the core, upholding Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, has formed a series of ethnic theories and policies, which are the important achievements in solving the ethnic problems in the new situation in China. These theories and policies are the important guiding ideology of our Party in succeeding in doing ethnic work and in solving ethnic problems in the new period. Studying and discussing them has important theoretical and practical significance.This thesis has a preliminary discussion on the ethnic theories and polices of the Third Leadership of the Party in solving ethnic problems of our country in the new situation. The thesis mainly expounds them from five aspects.I. Ethnic problems are the fundamental problems under the socialist conditions. This part expounds the Party's awareness of the significance of the ethnic problems in the new situations. Speeding up the economic development in ethnic areas is the core of the ethnic work in the new period. This part expounds the Party's awareness of the significance to speed up the economic development in ethnic areas. The Third Leadership of the Party thinks that speeding up the economic development in ethnic areas is not only an economic problem, but also an important political problem and that it has a vital significance to strengthen the unity of the nationalities and to promote the construction of our modernization. Meanwhile, this part also shows that in order to speed up the economic development, we must persist in combining the support from the country and the help from developed areas with self-reliance of ethnic areas and stick to reform and opening up and vigorously develop the country with science and education.III. Regional national autonomy must be persisted in and perfected and the construction of the minority nationality cadres must be strengthened. This part shows that the Third Leadership of the Party is aware of the significance to stick to and perfect the regional national autonomy. In order to suit the development of the ethnic communities, the Third Leadership of the Party has altered the law of regional national autonomy and put forward the task to make regional national autonomy be a legal system. In training and choosing the cadres of minority nationalities, the Third Leadership of the Party emphasizes that not only the quantity of cadres should beexpanded and the structure be improved, but also their qualities should be improved. The present must be based on and also the future be confronted. We must attach importance to the training of the young, and middle-aged cadres and advanced leaders of trans-century and also reinforce the unity and cooperation between the Han cadres and the cadres of ethnic minorities.IV.
