Applying the theories of public administration, public organization and public policy, this thesis discusses and analyzes the administrational status and the existing problem of the national hi-tech zones of our country, puts forward proposals on policy according to the actual practice of working. Summary of the development of hi-tech zones inside and outside of China expatiates first on how the high technology and its industry effect on the world politics, economy and social development with benefit, pervasion, radiation, orientation, power and strategy, then analyzes the most important advantages of hi-tech zones incarnated in the effects of collection and pervasion, analyzes the advantages and disadvantages of the administrational patterns adopted by the governments of the market-economy country in the construction and development of hi-tech zone, with overview of national hi-tech zones in America, UK, France, Japan, India etc as an important introduction describing their historic background when the governments issued the policies of hi-tech zones before reviewing the development history of Chinese hi-tech zones. Section II analyzes the current administrational status of national hi-tech zones with three aspects respectively of the geographical distribution, the analysis of the five main administrational patterns adopted by hi-tech zone, and the administrational characteristics and successful experiences of Jilin Hi-tech Zone. The thesis compares the five different administrational patterns currently adopted by the system of national hi-tech zones, and they are the pattern of 'zone-in-zone', district functioned in economy administration and part of social affairs administration, district, closed administration, and 'special zone' administration. With the description of advantages and disadvantages compared, comes to the conclusion that the design and selection for hi-tech zones of the organization and administrational pattern, besides the enough abidance to the general principles of public organizations, must allow for the situation of our country and the city, but the pattern of foreign or some domestic hi-tech zones refused to copy. The national hi-tech zones applied different administrational system and managing style during the different stages of cons truction and development for all, but it shows the common rules and tendency basically being: 'zone-in-zone' administration → district administration functioned in economy and part of social affairs → closed administration → 'special zone' administration。Section III analyzes the main current problems of the national hi-tech zones with three aspects of legislation, public policies and actual operation of the government. First is legislation. So far there is no unified definitions out of provisions of Law for hi-tech zones regarding important matters such as the qualification as a corporate body, examine and approval limits of authority, talents attraction, venture investment, intermedium organ promotion, administration system, operation mechanism, position and importance of hi-tech zones in the national development of economy. The lack of provisions severely restricts the development of hi-tech zones to a stable, continuous and healthy state. Second concerns the public policy. Due to the insufficient policies prepared by the government, the mechanism of venture investment feels difficult to set up and carry out resulted in the hard integration of technology and venture financing which could not smoothly invest; the projected Technological Stock Market postponed in opening, that limits many middle and small size hi-tech enterprises to require the 'angel cash'. Other matters of policies include the policy system not arranged well, the issued policies lack of assisted measure to implement, and the preferential policies conflicted with WTO rules and so on.
