The thesis analyzes systematically the circumstance and perspective of nation-owning mobile parts company being faced framework changing by using of modern management theory and systems analysis method. Concerning the actual situation of HeBei YuTian machinery Co., Ltd., the paper put forward specific suggestion in strategy. Firstly this thesis introduces the company's history and analyzes systematically the outer environment based on fully explicated mobiles and axles. Then, thoroughly analyzing the company's internal environment which includes four aspects: the products and sales,finance, R&D capacity, and the human resources, the company's advantages and the weakness are identified clearly. The paper properly evaluated the oppotunities, threatens, advantages and the weaknesses and conform the development missions by EFE,IFE SWOT Matrix analysis.. And it put forward the scheme for the scheme for the ARC developmental strategy. In the last part, it gave priority to the strategy of "Increase"by QSPM analysis and submitted the measures accordingly.
