At present, construction market has been changing a competitive situation in China. With China's entry into WTO,its construction market will become more open. Building & construction industry can gain the opportunity from Western Development Strategy and be faced with rigorous challenge from openness toward the world. Under such a background, it is an important problem to think and explore how to perform business strategic-management for a construction enterprise.Strategic- management for corporate business is a practical and complicated discipline. In the course of intense market competition, strategic- management has become a lifeline for many outstanding enterprises. This paper discuss the theories of strategic- management for corporate business, and research a typical construction enterprise - China Railway XX Group, from strategy analysis to selection, implementation and control. It also conducts a horizontal and vertical comparison towards strategic-management performance, and put forward some problems and counterplans.Moreover, it make some proposals for further improvement for strategic management.This paper take China Railway XX Group as research object,and its framework as follows:Chapter one-overview:makes introduction of the enterprise's situations and the backgrounds of strategic-management research. Simutaneously,it summarizes the purpose, contents and flow of the article.Chapter two-theory foundation: is mainly about analysises of theories,concepts,characteristics,and functions of strategic- management.Chapter three describes strategic- management practices of China Railway XX Group.Chapter four focuses on the performance evaluations towards strategic-management, and raises some problems.Chapter five's contents are counterplans and suggestions.The last part reaches several conclusions.Its innovation is to apply "Eight Quality Management Principles" to strategic-management, and to design a strategy-oriented model in the terms of "Eight Quality Management Principles".Thus,some creative thoughts are supplied for construction enterprise' effective strategic-management.The writer tries to make use of strategic-management theories and relevant knowledge , on the basis of analysises and researches. All counterplans and suggestions take into account schematism, applicability and gradualism. The writer also hope that the limited researches can inspire the corporation, and provide some practical proposals for construction corporations and other enterprises for which some useful strategic-management experiences are abstained.
