"An Analysis on the Marketization of Chinese Government Public Service in the Process of Globalization" is a preliminary piece of research into the marketization of Chinese government public service against the background of globalization. Set in this background and starting from the theoretical basis of the marketization of the government public service-New Public Management (NPM), this dissertation explores Chinese government public service by means of relating theory to practice.This dissertation altogether consists of four chapters. The first chapter explains the necessity of putting Chinese government public service into market in the process of globalization. Adopting the analytical method of administrative ecology, it analyses the environment in which China is positioned in the process of globalization. In the game between the government and the market, the author makes the choice of the market-oriented public service. After analyzing the supply and demand in Chinese government public service, the author draws a conclusion that a "Public-serving government" should be established.The second and third chapters, respectively from the angle of theory and practice of NPM, probe into the main content and principles of the marketization of Chinese government public service. Five main principles are concluded in this part: the government's duty is to steer rather to paddle; the government public service is customer-oriented; competition system should be introduced into the government public service; great importance should be attached to the outputs of the government public service; and the marketization of the government public service is "limited marketization." Taking Germany as an example, the author further analyzes the reform on the market-oriented public service in western countries, which presents valuable experiences to Chinese government to learn from, especially the rational spirit and "limited" privatization in the course of the marketization of German public service.The last chapter mainly summarizes the trend of development of the reform on the market-oriented government public service in contemporary China through an analysis of some acts taken in the public service reform in Huber province.
