| With the progress of society and rapid growth of the petrochemical industry, petrochemical enterprises are setting higher standards to equipment management. Developed in the late 1980's, HSE is the management system about health, safety and environment It uti1izes the method of system analysis to identify hazards and assess risks of possible accidents in the production processes. Its ten key factors are managed through a systematic, modular, documented, and inclusive method in the four stages of planning, doing, checking and action. Thus accidental risks could be eliminated through preventive actions taken by every employee in every process. Until now, many advanced foreign petroleum and petrochemical companies have implemented HSEMS(HSE Management System), and achieved good results. Many petrochemical enterprises in China are setting up HSEMS now. Therefore, it becomes an important research topic to understand the impact of HSEMS on the existing equipment management and appropriate strategies that enterprises should take to integrate equipment management to HSEMS.This paper gives a brief introduction of the developments of equipment management and HSEMS, analyzes the necessity of research on the impact of HSE on equipment management in petrochemical enterprises, discusses the basic theories about HSE based equipment management, and presents an in depth analysis on the HSEMS factors, its operating framework, and its applications in equipment management. This paper refers to the HSEMS documents of one of the petrochemical enterprises, studies the feedforeword control, risk management and continuous improvement theories, and adopts advanced theories, methods and experiences suitable for equipment management of petrochemical enterprises. It mainly deals with the impacts of HSE on equipment design, equipment operation management, equipment accident management, preventive maintenance planning and execution management. It makes a conclusion that health, environment and risk should be managed in equipment management.This paper studies harm identification at each stage of equipment management by applying methods such as HAZOP (Hazard and Operability Studies), SCL (Safety Check List), FMEA (Failure Modes and Effects Analysis), JHA (Job Hazard Analysis). It assesses risks of identified hazard by using a scoring system, and suggests measures to control these risks. It recommended improvement strategies based on the modern management theories and management experiences in the world. These strategies are advanced, applicable, efficient, economical and fit the realities of equipment management in China's petrochemical enterprises. Due to the complexity of the subject and the limitations of the author, further profound and painstaking research is needed in order to explore petrochemical enterprise equipment management theories suitable for the situation of China. |
