Presently, Improvement of the urbanization level is a fundamental strategy of our country. What policies should be made to support the urbanization in our country still remains a significant subject.Seeing that the household register system have direct effect on population immigration, and was regarded as the main obstacle to urbanization , this essay ,by exploring and analyzing the household register system, and case-study , argues that , marked as juncture of reform and opening , urbanization policy falls into two phases: Controlling and deregulation.
