Since twenty years ago when the policy of reform and opening to the outside world first started, the reform of cadre personnel system has made a remarkable achievement, and the framework of cadre personnel system with Chinese features has got set up and gradually improved.Within that framework, the cadre check and evaluation system, as the most important section, has been highly stressed by the related Party Committee, the organization and personnel departments of all levels.In 1996, the performance oriented cadre evaluation was promulgated in Inner Mongolia Autonomous Region. So far, it has achieved a lot in such areas as bettering the teamwork of both leaders and cadres, and the system of evaluation and management, which has been playing an active role in developing the regional economy and socity. Based on the above-said work of the recent eight years, instead of the traditional division of theory and practice, this thesis has investigated the status quo of the present check and evaluation system, summarized its advantages and disadvantagesand has given a study and an analysis on the favorable experiences and problems of the performance evaluation system.First, this thesis tries to elucidate the connotation of performance evaluation and its function in human resource management in public departments. Then, a brief introduction is given to the background and trends of development of performance evaluation system in different countries in the world, to the basic situation of cadre evaluation system in China, and to the theory of performance evaluation, with the theory of evaluation criteria in particular. Based on the framework of analysis, taking the actual performance evaluation of the leading groups of both Party and governmemt division of each League, Municipality, Department and Bureau in Inner Mongolia as the focus for the case study, this thesis gives a general description to the fundamental ways of doing and experience, an analysis to the problems existing in the content, target system and ways of check and evaluation of cadre performance evaluation, and the objective factors affecting the performance evaluation in Inner Mongolia.The author of this thesis thinks that the objective oriented performance evaluation and the evaluation of behavioral standard are the right direction of reform of cadre evaluation.The check and evaluation of most of the public service departments shall be based on a combination of both quantitative and qualitative analysis, and a multi-factor evaluation system consisting of measurable target items and satisfaction factors shall be set up, namely a socialized appraisal system, so as to guarantee the feasibility of the system,to increase its democraticness, to ensure the objectiveness and righteousness of the results. The purpose of the study is to try to draw up a whole system of method concerning the content, setting up the target items and performance evaluation, to emphasize the application and popularization of computer technology in such evaluation activities so as to form awhole set of scientific evaluation method and the computer-based evaluation output mechanism. The most important of all is to put forward some measurements and suggestions to the reform and improvement of the evaluation system, with the policy-related suggestions concerning the organization, target description design, implementing and feedback as its main focuses.This study would have an positive significance to the improvement of reform of cadre performance evaluation system in Inner Mongolia or in all China, the further construction of the leading group and cadre team, bettering the administrative efficiency, improving the way of management, setting up an administrative management system which is behaviorally standardized, operationally coordinative, righteous and democratic, honest and efficient, and serving to the masses.
