With the development of economic structure reform, the political structure reform expand deeply too. The reform on the personnel system is an important respect of the political structure reform. From 1980's civil service system has become more and more perfect, but it also meets a lot of problems that can't be solved on the other hand. The government especially the local government take measures to solve these problems. Government employee is exactly one of beneficial trials in the field of personnel system. This paper lays emphasis on analyzing problems on the government employee compensation, trying to find a method to establish a perfect compensation system.The preface mainly discuss the theory and practical significance of this paper,current situation and research and the structure frames and approach of this report. With the development of modern society, classical bureaucracy was deeply impacted by marketing. More and more traditional mode were abandoned. The tendency of privatization is shown as direct privation or the change of management style in the public organization. There are a lot of innovations of management in government. Government began to take measures in the similar way of enterprise. This reform promoted the efficiency of government and changed the idea of which is the right person in government. There will be a set of system innovation. The implementation of government employee is a innovation trial in the field of personnel system. For example: elastic mechanism on employment; compensation based on the price of marketing. It has great significance to solve the problem in the field of civil service system.First the author explained which is the government employee, this defined the target of this paper, namely, government employee is the specialized person who is employed by government or served for a certain task; usually for a specific length of time; no administration position or no executive power. Analyzing the background and characteristic of government employee reform, the author pointed out why we take the reform of government employee. Government employee is different from the general civil servant and government employee in foreign country. There are great difference between government employee and general civil servant such as: the standard of excellent employee,management style,compensation system,different applicable law and regulations. It's a new way which government chooses the right person. Looking from the practice of implementation in our country, the government employee is similar with the emergency civil servant in USA or contract employee in Hong Kong .The second section: proceeding from the meaning of compensation, the author analyzes the contend of government employee's compensation, including not only the direct or indirect economic pay, but also the reward such as high social status,independence,sense of personnel achievement in the work . Proceeding from the theory of making compensation institution and analysis of concrete criterion, this paper try to find out the scientific standard for the government employee's compensation system ,that is to say there are two factor: value for the organization and whether is it shortage in the market. Based on these factor we divided the government employee into four kind : key employee,unique employee,ordinary employee and service employee. According to their feature, we are able to make reasonable compensation institution. The third section is the discussion based on the practice in domestic provinces which had taken on this reform ---government employee. There are comparisons on classification and salary treatment. Analyzing their own characteristics and finding out their similarities and differences in their compensation institution, then absorbing the maturity experience of foreign countries and Hong Kong area, we can analysis and bring forward the concrete policy in the practice of government employee's compensation system, which mainly included whether it should take up establ...
