Land-value and urban planning both are key factors for the city development, and they influence and relate each other. A good urban planning bases on the harmony between the plan design and the rule of market economy. It is hard to achieve expected goals if the rule of market was violated. On the contrary, the urban planning throws a heave effect on the land-value of a city, and causes the fluctuation of the land market. How to evaluate the effect which the urban planning throws on the price of land, and how to import the economy analysis to make the urban planning perfect has been a emergent task to study.From two points of view: one is the effect which the single measure of urban planning throws on the price of land, the other is the integrated effect which the urban planning throws on the price of land, the article gives the quality and quantity analysis of the effect. In the discussion of the effect which the single measure of urban planning throws on the price of land, the city character, the city scale, the city structure, the kind of city land using, the city communication and the ratio of is involved. In the discussion of the integrated effect which the urban planning throws on the price of land, the article takes the way of city land-value evaluating into use.The article sets up math model to the effect on the base of the measurements, model and theory analysis form inland or overseas , and makes some innovations to them.
