As the development of society and economy and the increase ofpopulation, the contradiction between human and land becomes more andmore conspious. The construction of the urban land price system of Shandongprovince intends to reinforce macro-management of land resources, and makereasonable and effective policy, and induct or confine all kinds economicactivities, and realize the sustainable development of society and economy byeconomic way.The construction of a set of perfect urban land price system aims toharmonize the land price of a certain region, bring all towns into a system,achieve comparision among towns, and make the land price exert its actionsufficiently in the control of land marcket. The construction of the urban landprice system makes the datum land price reflect difference of economy andthe land price level among different towns truly and objectively, promotes theland market development equally, and ensures the realization of the right ofthe country' s land in economy.The content of the urban land price system mainly comprises of thegradation of urban land quality and the balance of urban datum land price.The gradation of urban land quality is realized by analization of economicfactor, social factor and natral factor. It reveals the discrepancy of urban landquality in different regions. The gradation of urban land quality is confirmedby comparing the datum land price of all towns and is instituted according toproposals of experts in the end.The balance of urban datum land price is based on the gradation of urbanland quality and is made considering the discrepancy among different townsand the land price level of the market.The premise of realizing the balance of urban datum land price is theiiiunification of the land price implication and conditions. The stipulation ofland price impliction is the radical procedure, or else the land price ofdifferent towns can not be compared and it is difficult to realize the balance ofurban datum land price.
