To speed the process of urbanization in our country is needed by development of national economy with the process of urbanization quickened, the number of cities has been increased and the urban scale has been enlarged and urban economy plays a outstanding role in national economy gradually, which requires that the government put the centre of work to the city, change the government function to make the urban function be brought into full play, adjust and dispose again the function of government economic management according to market economy, change the ways to realize the government function and perfect the function and operation system of government economic management. Nowadays, many cities adjust urban development strategy in succession to improving their urban competition, which directly decides a city's economic and prospering. Under this circumstance, the concept of "Urban Management" comes into being.Having been put forward in the later 1990s, this concept became popular for a while and also topic of general interest of the study in the academic circles.
