Given the fact that China has stepped into aged society, selecting appropriate means to provide old people nationwide with secure and comfortable care service is recently drawing much more attention than before. Nevertheless, the national status quo of"getting old before getting rich"constitutes one of the main constraints of offering necessary care for the aged across the country. In this case, urban community care service mode for old people is considered as an appropriate and effective solution to current quandaries in China. Since 1980s the mode of community care for the aged has been on trial in Beijing, Shanghai etc. and proved effective. Such mode, however, has not been evolved to a complete system and implemented nationwide due to some inner problems at its initial stage and lack of top down management throughout its development.Combined with existing theories and current local practices, this paper pays close attention to systematization of urban community care for the aged and aims at exploring factors impeding such systematization. More specifically, simulation of such community care system is recognized methodology of this paper, which lends the bases for theories, cultures, policies and communities before establishing such mode and constructs systems of organizations, services, funding and information during the construction of the mode. Furthermore, the simulation attempts to improve the system through analyzing supervision, communications and co-ordinations, policy support and values as maintenance methods after building the system. Such simulation paves the way for the conclusion in this paper that the key to systematization of urban community care for the aged is the correct recognition of governmental roles, efficient market mechanisms and effective socialized services.
