The Chinese party and politics leaders are a special group.It plays a prominent role in the economic and social development in our country,guides the development,influences the prosperity and failure of a region.So it is essential to select the Chinese party and politics leaders for a region.Getting the scientific and vigorous selection mechanism is a precondition to achieve this goal.In this paper,competitive selection is special for selection in public(select the leadership of chief and position of a deputy in the party and government departments in the city or other extensive areas in public),not for competition for positions(compete for the leadership of chief and position of a deputy in the internal bodies).This paper is mainly based on the selection leadership in public in J.City,finds the defects and problems in the selection leadership mechanism, analyzes the causes,gives the corresponding countermeasures.We hope that it would be helpful for the competitive selection in J.City from now on.This article is based on the methods and processes of the selection of Chinese party and politics leaders and the theory of HRM, introduces simultaneously the background and core content of the case in narrative type.It states the government's policy, the selection positions,the entrance requirement and other concrete issues of the start of the selection in public in J.City and shows the results and process in 2001.In the paper text, it analyzes the effect of the selection in J.City,noting that it is positive whatever in using people appropriately and effect of using people.In using people appropriately,it gives us a sign of"Capableness will win".Everyone will win by their capableness,but not relationship.In effect of using people,it effectively improves the structure of the leadership, especially provides a stage for the excellent young leaders and makes them feel there is a place to behave themselves.At the same time, the paper points out the major questions of the selection leadership: lack of the positions, competition is not keen,competitive selection is not normalization, written examination is lack of pertinence,interview is not scientific, there are subjective factors in inspecting leaders and so on.The reasons of them are cognitive limits,profit-driven,low degree of scientificization in examination and so on.Through the upper research,the paper thinks that we must see the position and role of the competitive selection correctly.This kind of selection could not replace appointment system,selection system,engagement system and other traditional systems in the current political system, although it has an incomparable advantage over the traditional systems.In the interview,it is very important to choose and control the examiners carefully.And so we can easily resolve the problems of leniency error.It is necessary to strictly supervise the examination.
