After the Reform and Opening up process, the rural migrant workers have become a special labor force in the process of China's urbanization. Rural migrant workers do a great contribution to China's urban and economic development, but they are not treated equally as a citizen. In the pursuit of becoming citizens, the first generation rural migrant workers are getting older, while the younger ones are going into cities as main consistence of the work force. The new generation who grew up in the new era have some significant differences from the older generation, they call more for becoming citizens.This article is based on the survey of the rural migrant workers in Yongkang, Zhejiang Province, analysis the characteristics of the new generation rural migrant workers and Conditions and willingness of new generation rural migrant workers' citizenization. Finally, some conclusion and policy recommendations are presented.First of all, this article analyze the differences between the older and younger from the basic situation, employment situation, living conditions, ideas, and so on. In the descriptive analysis, based on the quality of independent sample T test and correlation analysis, we find significantly differences between two generations in the education, family responsibilities, migrant work time, work replacement frequency, migrant work purpose, self-identity and adaptability.Secondly, based on the analysis of new generation rural migrant workers' characteristics, we analyzed contributing factors and constraints factors for new generation rural migrant workers'citizenization. Studies show that the contributing factors for new rural generation migrant workers'citizenization are that the younger's conditions are better than the elder's and institutional barriers are reduced. Constraints factors are that the dual economic structure is not completely broken and the new generation rural migrant workers have worse economic conditions than urban residents.We use empirical analysis model and construct a binary Logistic regression model to analyze the factors of the willingness of new generation rural migrant workers'citizenization by personal characteristics, family characteristics and community characteristics. Then we conclude that income, education level, age, farming experience, frequent contacts with the local citizen, local's attitudes, the difficulty of entering the city and urban adaptation will have significant impact for the younger ones becoming citizen.Policy recommendations are as follows:Government should help increasing the income of migrant workers; Improve the education level of migrant workers; Build a harmonious community and promote community harmony between residents and migrant workers; Promote institution reform, and gradually break the dual economic structure.
