The citizeniation of new generation migrant workers is related to the harmony of labor relations and the stability of society. Compared to the old generation, the new generation migrant workers are considered to have a stronger willingness of citizeniation, with the characteristic of the "three higher and one lower", ie higher level of education, higher expection, higher pursuit for the material and spiritual and lower tolerance to hard work. To verify the cognition, a questionnaire survey of more than600migrant workers and nearly100copies of the interviews have done in Yueqing, attempting to analyze the citizeniation willingness and influence mechanisms of new generation migrant workers.The survey result shows that the cognition for the new generation migrant workers—the "three higher and one lower" is accurate basically, but their willingness of settling in the city is not strong. The willingness of migrant workers is affected by three factors, the internal, the external and the interaction. The new generation migrant workers is not satisfied with society and have difficulty in establishing a new social network in city, which is not conducive to the formation of citizeniation willingness.The judgment of satisfaction and social relations is affected by the public policies. Fundamental policies, such as the one on wages, housing, social security, form the survival situation and possible choices for migrant workers. Due to the lack of policy supply, the new generation migrant workers can not make the effective choices. Even their real needs may be covered or distorted. Thus there forms the phenomenon that personal flows frequently while the society is solid. To solve the problem, China needs to introduce Tiebout mechanism. In this way, local governments may have the motivation to promote the equalization of public services and improve the situation of migrant workers.
