Research Of The Reform About The Separation Of Our Country' Public Policy Formulation And Implementation

With the development of economic society, the citizens are requiring more toward the public services offered by their own governments, which results that governments are also facing the financial pressure from their enormous expenditures. Meanwhile, with the emerging of the new theory of public management, some of the countries have explored a variety of ways to transform government functions and reduce the governments'fiscal expenditures. For instance, the separation of the public policy formulation and its implementation is one of these main ways. At the present stage, China is practically required to transform its government functions and to create the service-oriented government. Then, it becomes especially essential to seek a mode or program of separating the public policy formulation and its implementation which is applicable to China through combining good experiences abroad and domestic condition.On the basis of combining an in-depth analysis of reform experience in relevant countries with the actual situation in China, this thesis summarizes the barriers that limit improving the reform of the separation of the public policy formulation and its execution in China by the literature studies, comparative studies, case studies and other research methods, and further proposes and discusses the basic idea of promoting the separation of the public policy formulation and its execution in China. The thesis consists of five chapters:the first chapter is a brief introduction to the internal and overseas situation of carrying out the separation of the public policy formulation and its implementation as well as the purpose and significance of the present study; chapter two defines the concerned conceptions and reviews the relative theories in order to provide a foundation for the demonstration of this thesis; chapter three focuses on analyzing the reform experiences of other countries and reform practice of certain regions in China; chapter four emphasizes on various factors which restrict the reform of the public policy formulation and its implementation in our country; accordingly chapter fiver points out the measures of implementing the reform of the separation of the public policy formulation and its implementation in China.
