Analysis Of Problems And Strategies Of Punishment And Prevention Of Corruption In Jilin Province

To set up and amplify punishment and prevention system is a major strategy which the CPC Central Committee adopts to promote the construction of combat corruption and building a clean government. Our province has strengthened organizational leadership, taken effective measures, actively promoted the construction of punishment and prevention system with Jilin characteristics, and yielded periodical achievements according to the central deployment. But there are still some problems which need to settle further to promote the punishment and prevention system. It has relevant and realistic significance and important theoretical value to strengthen the study of punishment and prevention system in our province.This paper which is based on the actual punishment and prevention system in Jilin Province explored and explained the concept of punishment and prevention system, the status of the system construction, the problems, strategies and suggestions. The first part is on the definition of the concept of punishment and prevention system.On the basis of study of the work of combat corruption and building a clean government, the paper points that punishment and prevention system is a system which consists of some subsystems, such as education, system and supervision, reform, rectification, punishment etc., which support mutually, Play a role in the overall, also is an open, dynamic system which will be enriched and developed consistently in the construction of combat corruption and building a clean government. At the same time, it puts forward four principles which are integrity, ordering, openness and optimization according to System Theory. They must be followed in the system construction of punishment and prevention. In the second part, it sums up three characteristics of achievements in recent years.
