Study On Government Spokesman's Professionalism

Since 1983, China formally announced the establishment of the spokesman system, the government spokesman is well known. After "SARS" 2003, the press spokesman become a rapidly expanding team, have strongly contributed to a open government information system construction, protect the people enjoy the right to know, has made remarkable achievements in the maintenance of image of the government. However, the spokesman as a profession is at the initial stage. As the trends of spokesman as a profession and the government introduced and implemented measures to protect the government press spokesman for its career development, the government spokesman's professionalism is bound to increase.In this paper, I combine the theories and methods communication, journalism, psychology, public relations and related disciplines, along the content government spokesman professionalism to analyze the problems of the existing government spokesman's professionalism and propose appropriate solutions.The article is divided into four parts:The first part, discussed the importance of improve government spokesman's professionalism.First, based on the clearly define the concept of quality and professionalism, explained the basic meaning of government spokesman's professionalism, include five aspects: political literacy, professional ethics, media literacy, business literacy and psychological qualities.Second, on the basis of explains the basic content of the government spokesman's professionalism, proposed the importance of to improve the government spokesman's professionalism, which can be summarized as four "needs ": the needs of respect for the dominant position of audience; the needs to improve the dissemination of information effect; the needs to create a good image of the government; the need to protect the opinion of public citizens.The second part, because of the occupational of professionalism, spokesman's professionalism is different from other professional qualitis, therefore, this section details the government spokesman's professionalism contents: the political literacy, professional ethics, media literacy, business literacy and psychological qualities of government spokesman.The third part, focused on the main problems of government spokesman's professionalism,to sum up, include: government spokesman's political literacy needs to be strengthened; government spokesman's ethical needs to be unifed; government spokesman's media literacy needs to be enrich; government spokesman's business literacy needs to be proficient; government spokesman's psychological quality needs to be honed.Part four, in response to these problems, to improve the professionalism of government spokesman must do the following: establish government spokesman three close philosophy; frame ethics of government spokesman professionalism; building government spokesman media literacy education system; improve the system of government spokesman's professional training; carry out government spokesman mental literacy training.
