Administrative Reform In The Legal Issues Of China

Economic development and social progress, on the administrative management of the new requirements and challenges. Administrative system must adapt to the development of the times, adjust with the times. China's reform and opening up the administrative reform has gone through several adjustments, and achieved tremendous results, and promoting economic and social development, but at the same time, lack of administrative reform is gradually revealed, resistance to change is also increasing.This paper surveys the literature to analysis, case studies, comparative analysis and other research methods to the problem of administrative reform were analyzed and studied. Article briefly analyzes the legal definition of administrative reform and historical development. The legal definition of the concept of administrative reform is the premise of our study; and administrative reform in China History, from which sum up the experience and lessons; followed by Shenzhen and Shunde as the object, since 2008 the Chief of reform of the legal analysis conducted, which will as a central administrative system reform in Shenzhen object, Shunde, the object as a local administrative system, discussed the difference between the two and impact; again on China's administrative system reform in several the focus of discussion of legal issues, and finally proposes to solve the outstanding problems of administrative reform some of the recommendations. The author focuses on the Super-Ministry System, party linkage.This paper is trying to analyze the concept of administrative reform, historical review and present cases to identify shortcomings and lessons learned from, the lack of rule of law, protection from administrative reform, democratic participation, procedural guarantees, judicial control and other aspects, the administrative procedures of statutory inspection technology, expansion of democratic participation, improve internal and external oversight and administrative control of the system of justice and so on improvement of administrative reform and development of some feasible suggestions.
