Research On Reform Of Administrative Institutions In The Super-Ministry System Perspective

Nowadays China has been entered to the stage of comprehensively deepen reforms. In order to achieve national governance systems and governance capacity modernization, promoting administrative reform contributes to releasing the system bonus. However, the hysteretic reform on Institutions, especially administrative institutions, has been the obstacles of administrative reform, as their nature and functions are fuzzy,mix and they are lack of supervision. The policy "CPC Central Committee and State Council guidance on the classification of promoting the reform of institutions"introduced in2011. It has developed an overall plan for administrative institutions. The reform on administrative institutions has little effect yet. Research and practice show that the reform was lack of manpower planning and overall progress, and thus lead to a lot of contradictions and difficulties. Reform need change.Research shows that the administrative institutions is a key point of the reform of institutions linked with the administrative reform and administrative institution reform is an important part of the administrative reform. It should be included in the core of the administrative reform framework. The core content and substantive requirements of the Super-Ministry System are to establish on the unified organizational structure and operating mechanism. Decision-making and implementation should be separated. Therefore the Super-Ministry System and the administrative institutions have intrinsic coupling. The reform of administrative institutions go into consideration of the Super-Ministry System as a whole has become necessary and possible. In order to solve the identification and classification, organization and management system of the administrative institutions, the Super-Ministry System provides new horizons. Thus, This paper presents the path of administrative reform in the guidance of public management theory and the perspective of the Super-Ministry System. The paper discusses the following four parts:The first part discusses with the Super-Ministry System as a necessity and feasibility studies of the administrative institutions reform.It provides value evidence and path selection of the reform. The second part discusses the basis of the reform on administrative institutions:the identified categories. The third part discusses the key to the reform on administrative institutions:the organizational structure reforms.The last part discusses the guarantee of the reform on the administrative institutions:the reform of the management system and operation mechanism.
