Super-ministry system is one of the government organizational structure models.It has been adopted by many developed countries and explored by many developing countries.According to the report of the 17th National Congress of the Communist Party of China, China is expected to launch a new round of administrative reform aimed at improving coordination and collaboration between government departments by way of establishing greater departments with integrated functions. The new round of administrative reform will focus on changing functions, straightening out relations, optimizing the setup and raising efficiency, and bring about a system which matches powers with responsibilities, divides work in a rational way, fosters scientific decision-making, and ensures smooth enforcement and effective oversight.Super-ministry system reform will include changing functions,the distribution of administrative power,setting government institutions and so on.the distribution of administrativ power will be the core element.Chaning functions and setting government institutions would be prescribed by the distribution of administrative power.Administrative power is the soul of the normal operation of administrative systems.Functional integration and downsizing and merging of governmental institutions would be the form of super-ministry system reform.But essentially,super-ministry system reform is the problem of the distribution of administrative power and administrative responsibilities system.Administrative power is channel and power of administration.It also is the dominant power of performing functions and achieving administrative goals,the most important administrative resources.Super-ministry system reform is not just downsizing and merging of governmental institutions,but restructuring of administrative power.At present,the problem of configuration of administrative power in China includes:unreasonable distribution of power among government,market and society;unreasonable distribution of power between government departments;unreasonable distribution of decision power,executive power and supervisory power;lack of legal support.In this paper, the distribution of administrative power should follow the four cardinal principles:the principle of limited,the principle of coordination,the principles of submission and the principle of conditionality.In the reform process, we should weaken the power of the government micro-economic management,strengthening the power of macro-economic regulation and the power of social management,configuring the power of horizonal government departments base on straightening relations between integrated management departments and professional management departments,appropriate separating of decision power and executive power,enhancing the independence of supervisory powers,accelerating the building of the legal process of administrative reform.
