Shangrao Township Leading Cadres Of Capacity Building

At present, rural people's livelihood occupies special important position in economic development and it is the important foundation for social stability. As the most basic level of government, township is the forward position of rural reform and development. Under the new situation, strengthen the township party committee and government leadership capacity building is a "lifeline engineering" of economic and social development.How to adapt to the new situation and new challenges, how to improve the ability against the risks, how to improve the level of the scientific developments, all these new measures are good starting point and integrating point of research about Shangrao rural leadership cadres capacity building. In this paper, it will study and analysis from three aspects:leadership competency model, the core competency model and the theory of human resource development.The paper first elaborate capacity-building, the township status, problems of the hierarchical management system overview of Shangrao City.Second analysis the current status of township leading cadres capacity building, analysis of the causes and issues, and try to empirical analysis capacity building to identify a core competency model of capacity-building of township leadership cadres, explore and think about t a new road to promote the capacity-building of leadership cadres.The article is mainly about a preliminary exploration of the way and theories to enhance the ability of party and government cadres. Finally, the authors propose his thoughts of adjustment of capacity-building and concrete measures to further advance Shangrao township leading cadres capacity-building.
