As an important part of China's traditional culture, Confucian administrative ethics has impacted on our current administrative reform. This paper is based on the needs of our current administrative reform, based on the analysis of the historical connotations of Confucian administrative ethics, and of the effect it do on the current administrative reform.With a long history and rich connotations Confucian administrative ethics, following the rising of "ruling with morality", has set up a theoretical system consisting of the following ideas:If one is the best qualified to be king, he must have righteousness in his Mind, be able to put the people in the first position, and equally value the ethical codes and laws in ruling his kingdom. As a product of traditional China in a specific historical period, Confucian administrative ethics is featured with both a valueless reasonable core and some historical limitation that can't be ignored.The rationality and limitations of Confucian administrative ethics itself determines that, it has both positive and negative effects on our current administrative reform. This paper focuses on the negative impact, that Confucian administrative ethics does on our current administrative reform, and explained the performance of the effect, and analysis the causes of the effect.Social morality is always concrete and historical. With the ecological transition of administrative ethics, Confucian administrative ethics has lost its dominant position in ideology in a modern society characterized by market economy, citizenship and democratic policy. However, as a traditional ethics resource, it is still highly valued for its modem reference. We need a correct view of Confucian administrative ethics in a modern society, deal with the negative impact it do on administrative reform actively.
