Research On Operation Mechanism And Implementation Strategy For Agent Construction System In Military Project

Military construction project is one of the basic approaches to produce battle effectiveness. In a market economy and information society the traditional actual system and method of military construction project show more and more shortcomings which seriously restrict the overall development of military construction.Through analysis of the characteristics of the military construction projects and management and study on the management and development of foreign government and military investment projects this paper proposes the agent construction system based on our national arid military conditions. The result also bases on the work of two questionnaire surveys, expert interviews and case study. The agent construction system is to establish the professional project management organization to manage construction project according to the nature and scale of the military construction projects under the construction department of General Logistics Department and Military Region. We have also conducted an in-depth analysis and exploration of the system's organizational structure and management system. In order to achieve the last reform goals of the military agent construction system we must depend on the three-step strategy. The first two steps are to strengthen project supervision system and establish the professional project management organization under logistical department of every army-level corp. Also through the questionnaire surveys and case study we investigate the military construction managers'views and advice on the reform of military agent construction system and its specific operating system. From the case we learn lessons as well.This research has a positive reference for exploring the reform of the military construction management system.
