Civil servants in their entired professional career, through training on the specific positions, gradually developed the appropriate competencies to successfully turn from novice to expert civil servants, the great public servants. The general-competency-model of the civil servants was too general and abstract, limited the value of competencies' development. Reading extensively at home and abroad. Then selected participants in various types of civil servants in Fujian Province, developed a Civil Servants' Competency model and the empirical research method, the Civil Servants' Competency Assessment Questionnaire. Then confirmed the novice civil servants' competency model. On this study, carried out on the 18 critical incident interviews with civil servants, through the heart vocabulary method, pre-test survey and other quantitative analysis of the initial extraction of the characteristics of civil servants' competency and behavior-based competency model. Followed by 2 large-scale rensearches which had a total of 502 questionnaires were collected. By analysising, exploratory factor analysis, civil servants' competencies of novice initial questionnaire conducted a preliminary screening of all projects, and conduct confirmatory factor Analysis of reliability and validity, proved the validity and reliability of this questionnaire. Culminated in a theme that contained 40 items named as the "Civil Servants' Competency Assessment Questionnaire". The second part of our research used the "Big Five Personality Test" and the "novice Competency Assessment Questionnaire", in a widely range of civil groups conducted a questionnaire survey.The results showed that the competent civil servants' model, including the quality of learning and thinking, moral qualities, work style, work attitude, organizational coordination, professional qualitiesand then; different demographic variables in the civil service competency, personality traits and the existence of dimension significant difference; altruistic personality traits for predicting the potential of the novice competent civil servants was the best indicator and the predictive effect of openness is also significant.
