Since the reform and opening up, the Chinese government administration system unceasingly deepen reform of the administrative efficiency, attaches great importance to the problem and constantly improve the government administrative efficiency. After joining WTO, economic globalization, China faces more complex economic and social environment, the government and the public sector in China with new, more complicated affairs put forward higher requirement of work. In this context, the government and the public sector of the performance evaluation of performance appraisal and problems will more and more political and academic attention.On January 1, 2006 China initiated civil law of the People's Republic of China, the law of civil servant's performance in implementing fill in the blank evaluation. The civil law of the People's Republic of China after the implementation of civil servants, performance appraisal plays an important role in driving the promotion, but at present, the performance assessment still exist many problems. This paper tries to point in Liaoyang, performance assessment, firstly analyzes the status quo and inspection work Liaoyang civil servants Liaoyang analysis, advances some problems existing in the performance evaluation, and from the Angle of system, the system and the implementation and operation platform should Angle, the concept of assessment method and the existing problems of the multiple perspectives analysis related reasons, then according to the reasons from the perfect examination content, unified thought, the innovation evaluation standard, and improving the evaluation method etc., and puts forward countermeasures. Finally, performance appraisal in Liaoyang bureau as an example, an empirical analysis, this paper makes an empirical analysis of the concept of fuzzy mathematics will constitute the fuzzy AHP in AHP is established, and a civil servant's performance assessment fuzzy comprehensive evaluation model for Liaoyang civil servants, so as to the performance appraisal from qualitative and quantitative method for performance evaluation of civil servants, and improve the performance of the Liaoyang city science and reliability.
