Each pattern of government management mode has a corresponding government personnel system and civil servants classification system. The service-oriented government is not only the objective of the Chinese government reformation, but also the requirements of ideal government mode in socialism with Chinese characteristics. In this point, building the civil servants classification system in the service-oriented government has an important theoretical and practical significance.This article defines the concept and principle of service-oriented government, civil servants and classification, combed the corresponding civil servants systems of the rule-oriented government and management-oriented government, points out the service-oriented government is the direction of future government development, and then constructs the classification system in the service-oriented government from value orientation, system design and operation level such three aspects.On the value orientation level, the civil servants classification system in the service-oriented government should focus on people; emphasize responses; considering both efficiency and fairness; reinforce responsibilities. Civil servants classification should mix position classification and grade classification; implement broadband system; give department manager more responsibilities.On system design level, firstly divide the civil servants on the political level and then make further partition on the management level. In the aspect of politics, civil servants should be an accountability tool and be divided into political appointees, administrative officer, appointed civil servants. Meanwhile, add senior civil servants in order to reduce the resistance of position transfer and overcome the flaw of insufficient generalists. In the aspect of management, the civil servant classification should be a performance management tool and firstly divided into comprehensive management positions, professional technical positions and administrative law enforcement positions in the horizontal level according to work contents and characters. And then using deductive reasoning method to make further division based on the foreign civil servants classification system, the late 1980s the scheme of the personnel department, setups of government agencies and college course catalogues. Longitudinally, establish the comprehensive management, professional technology and administrative law enforcement sequences of civil servant posts according to the categories thereof. Then according to the job characteristics, qualifications and responsibilities, divide the professional technical civil servants into 8 ranks, the administrative law enforcement civil servants into 7 ranks, and these are also the basis of compensation and promotion. Comprehensive management civil servants should set broadband system and set 4-5 wide-width salary sequences.On operation level, the human resource management experts should make cooperation with department managers, strengthen dialogue interaction with the ordinary civil servants, lowering administrative privileges in order to form a participatory civil servants classification. On the other hand, we should set the unified classification standard, perfect the basic work of classification, optimize classification assessment techniques to form the scientific job description.The civil servant classification system in the service-oriented government is the ideal type that author constructed according to the requirements of service-oriented government and the reality of our country. If turns it into reality, we need feasibility argument, pilot and perfect. At the same time we should realize that any kind of management systems exists just to meet certain practical needs. As the world political, economic and cultural situation changes, classification system should make corresponding adjustment and improvement.
